Martina S. Guilfoil - Executive Director

Martina Guilfoil is the Executive Director of the Rainier Valley Community Development Fund (RVCDF), an organization that stimulates economic investment in the Rainier Valley area of Seattle. Since its inception in 2002 the RVCDF has invested over $23 million into the community through grants and loans to small business and commercial real estate lending.

Guilfoil has been providing financial services to low-income communities since 1986. She previously was the Executive Director of the Inglewood Neighborhood Housing Services (INHS) in Inglewood, California (INHS) and the chief executive officer of the Community Housing Trust of Sarasota County. In Inglewood, Guilfoil spearheaded the creation of innovative lending programs for housing preservation and first time homebuyers, developed new affordable housing units, and oversaw homebuyer education and financial literacy programs for the community. She also developed a youth employment-training program for at-risk youth and a leadership development program to help people become skilled community leaders. In Sarasota she focused her work on land trusts as a solution to creating permanently affordable housing for working families.

Ms. Guilfoil earned a BA from The Evergreen State College in Olympia, Washington, underwent graduate work in urban planning at UCLA and completed the Achieving Excellence in Community Development program at Harvard University.

Greg Anderson is the RVCDF’s small business development officer. He is responsible for working with small businesses to identify their business needs and profitability to help them determine what resources and assistance they may need in order to strengthen and improve their operations. Greg is also responsible for packaging and underwriting small business loans.

Prior to joining the RVCDF, Greg served as a Small Business Banker with Bank of America. Anderson is very active in the local business community. He currently serves as President of the Rainier Beach Merchants Association, Vice President of the Southeast District Council, and is a member of the Rainier Valley Chamber of Commerce and Columbia City Business Association (CCBA). Greg is a native of the Rainier Valley and a graduate of Washington State University with a B.A. degree in Business Administration.

Tina Houston is the CDF’s Project Manager and is responsible for the CDF’s office administration and provides contract oversight for the Pre Apprenticeship Program.

Prior to coming to the RVCDF, Tina was the Chief Administrator of the Big Homie Program where she was responsible for strategic planning and administration, including community relations, training and curriculum development. Tina also has corporate experience and knowledge from the Microsoft Corporation and Verizon Wireless. She holds a bachelor’s degree from The Evergreen State College and an MBA from City University of Seattle.

Charleete Black is the RCVDF’s Business and Retention Program Officer. In this role she works with existing Rainier Valley businesses to help them assess their needs and barriers. She then works with the businesses to address the issues identified to ensure their survival or growth. Prior to assuming this role at the RVCDF, Charleete worked with the Supplemental Mitigation Grant program and was instrumental in processing over $15 million in grant funds to local businesses impacted by light rail construction.

Prior to the RVCDF, Charleete held various positions with Westinghouse Credit Corporation -- Commercial Division, Bank of America and First Interstate Bank. Charleete is also an entrepreneur and has experience in real estate sales, residential and commercial property appraisals. She is a long-time Seattle resident and active member of the Rainier Valley community. Charleete holds a BA in Business Administration from Golden Gate University, San Francisco, CA.

Dave Essig is responsible for all of the organization’s commercial real estate lending activities.

Dave has extensive experience in commercial construction/real estate finance, planning, development, brokerage and consulting throughout the U.S. and Puerto Rico. He has been affiliated with major institutional investors, private developers, government agencies and start-up development and construction companies. Dave has been responsible for underwriting, valuation, project management and marketing of commercial, industrial, retail, hospitality and multi-family projects in various stages of the product life cycle.

Dave holds a BA in Economics from Washington & Lee University and an MBA from The Pennsylvania State University. He also obtained his real estate sales and mortgage broker licenses in the state of Florida.
